I cant change the region right now, currently im in the hobby plan right now which single Regions & Replicas only is applicable, so i want to region but i can't becuase theres no options in the settings

the region option is not at the project level, it lives inside each individual service. go to your service → settings → deploy → regions. that's where the option appears
