Description of the issue:

The last 3 deployments for this service have all failed at the "Build image" step, every time scheduled on the same builder instance (builder-bvqbzi). The code itself builds fine — GitHub Actions CI passes, and it works locally with the same Dockerfile. This looks like an infrastructure issue with that specific builder rather than anything wrong with our repo.
