we have 2 replicas in euro-west as shown in the attached screenshot, it seems that the euro-west-1 is not always working which causes the euro-west-0 to be overly utilized which spikes our billing, please advise on this URGENTLY

Looking at that graph it seems like both replicas are running, just one replica isn't handling as much load during that spike as the other one.
Railway does load balancing between your replicas, it's a random distribution so uneven distribution is expected.
If you wanna implement a round-robin strategy or something of that sort, you should configure a HAProxy (or Caddy) implementation.

we have the same issue again and replica 1 is not starting since a couple of days ago, please check and advise ASAP
