For the restriction on your workspace, adding a payment method on its own doesn't remove it, even though the dashboard banner suggests it will; it clears when the workspace moves onto a paid plan (Hobby or Pro) from the plans page. If you believe it was applied by mistake, you can file an appeal from Workspace Settings -> Standing at railway.com/workspace/restrictions, if that page is available on your workspace.
