Version 1.8.3 is a very old release of the CLI, so the first step is to update it to the current version. Since you installed it with Scoop, run scoop update railway, confirm the new version with railway --version, and then run railway login again (or railway login --browserless).

Your screenshot shows scoop status saying everything is up to date, yet the CLI is still on 1.8.3. That means Scoop has no newer version to install from the source you used. Our CLI docs give the Scoop install as a plain scoop install railway, not the railwayapp/scoop-railway bucket you added.

The simplest fix on Windows is npm, which our docs list for Windows (it needs Node.js 16 or higher). First run scoop uninstall railway. Then run npm i -g @railway/cli. Open a new terminal, check that railway --version shows a current version, and then run railway login or railway login --browserless.

Version 5.63.1 is a current 5.x release, a long way ahead of the 1.8.3 you had before. You can compare it against the newest published release on our GitHub releases page, and running railway upgrade will move you to the newest version if there is one.

With the new version installed, run railway login again, or railway login --browserless if the browser flow doesn't open.
