I have selected 1 server, but deployment fails because it tries to use 3 scale in 3 different servers.

Your service is currently in a FAILED state. The replica and region configuration is managed in your service's settings under the "Regions" section - if you have 3 regions selected, it will deploy one replica per region, so please verify that only 1 region is selected in the service settings.
