You can do this if you're on Pro Plan (you may need to join priority boarding to have access to this, I am not sure if it's out of beta yet ) and then you'll be able to set the region of your services to Europe ( I think only the Netherlands is available as a region in Europe though ).
If you're on hobby plan then this is unfortunately not possible yet.

I doubt it's on the roadmap considering Railway wants to move off of GCP and use their infrastructure instead, so it might be a bit before Railway can introduce more regions. This is just a hunch though, I'm not sure if it's on the roadmap or not
