I’m experiencing an issue where my Railway service is starting automatically without any manual deployment or trigger from my side.

This behavior is causing unnecessary resource usage and cost, and I need clarification on why the service is being started by the platform.

Key details:

• No cron schedule is configured
• No healthcheck path is set
• I am not manually triggering deployments
• The service still starts on its own

Please review and confirm:

1. What mechanism is triggering these automatic starts

2. Whether this is expected platform behavior

3. How I can fully disable any automatic start/restart behavior
