We are migrating a 15-service application environment into a new project on this paid Hobby account. Five empty services were created in the destination project; ten more are required. Our colleague created 15 services in a separate project earlier today, and another project has four services. We understand this may be an account-wide creation rate limit rather than a per-project capacity limit.
Creating the next service returns BAD_USER_INPUT: You have hit the service creation limit for new accounts (25 services per day). Contact us at station.railway.com to raise this.

The limit you're hitting is a limit on how many services you can create in a rolling 24-hour window. It isn't a per-project capacity limit. As the services created earlier today pass 24 hours old, room opens up for new ones, so the ten remaining services can be created as those earlier creations age out.
There is no self-service setting for this limit. Nothing about your subscription has been changed.

The migration is still blocked. Please escalate this request to Railway staff for a temporary increase allowing ten additional service creations today. The paid workspace already supports the required project size; we are asking about the creation-rate restriction specifically. If an increase cannot be granted, please confirm whether capacity sufficient for ten creations should return by 29 September 2026 at approximately 08:23 UTC, based on the services created this morning. We do not authorize a subscription change.

We understand the migration is stuck partway, but we don't offer limit increases on the Hobby plan, and that includes a temporary bump to this creation limit.
The limit counts service creations over a rolling 24 hours, so each slot opens up again 24 hours after the service that used it was created. If at least ten of this morning's creations happened by about 08:23 UTC, capacity for ten more will be back by around 08:23 UTC on 29 September 2026. The limit counts creations, not services that currently exist, so deleting services won't open slots any sooner. Nothing about your subscription has been changed.
