My web service is showing "Limited Access - Disabling Provisions" and is not deploying. I'm on the Pro Plan with an active subscription.

• Current usage: $0.34 (well within the $20.00 included usage)

• Service: GitHub-connected web app (FastAPI/Python)

• No recent changes to billing, plan, or account settings

The service was running normally before this state appeared. I'm unable to redeploy or restart the service. the dashboard only shows the "Limited Access" banner with no actionable options.

What I've checked:

• Billing is current, no overages

• Pro Plan is active with usage-based subscription

• No indication of why provisions are being disabled

• GitHub repo has new commits ready to deploy
