Services are delayed or do not work (resource problem?)

In my account with a hobby plan I have several projects, but right now I am testing one and every time I consult any endpoint of that project, it hangs, receives the query but never responds, could it be a resource problem? Do I have to change my account plan?

You aren't anywhere close to any limits, not even hitting 1 vCPU.
This is an issue with your application, I would recommend having a look at your deploy logs for errors.
