My colleague's email address has been rate limited after too many account creation attempts. How can we reset the limit for this email because we are trying to add him as a member of our existing project.

Your colleague doesn't need to create their own account first to join your project. You can invite them directly from the Members tab in your Project Settings by entering their email address or generating an invite link, and they can accept the invitation to create their account through that flow instead.
