Site inaccessible from Russia — question about IP/proxy options

Hi!

I have a project on Railway (custom domain www.morde.site), and users in Russia can't access the site without a VPN. I checked — the domain and current IP aren't listed directly in Russia's blocking registry (Roskomnadzor), so it looks like collateral blocking based on the hosting provider's IP range.

Questions:

Is it possible on my plan to get a static IP from a different range, or change the region/datacenter for the project?

Does Railway have a built-in proxy/edge layer for custom domains that I could enable, so traffic doesn't go directly to the hosting IP?

Would appreciate any options you can suggest.
