Slow build times - stuck on "sharing credentials for ..."

builds are not progressing.

Stuck on sharing credentials for production-us-east4-eqdc4a.railway-registry.com

normally my builds take roughly 4 minutes, been waiting 16+minutes.
aborted and tried to redeploy, still getting hung at same spot.
