EU West (Amsterdam) is the closest available region to South Africa among our four regions (US West, US East, EU West, Southeast Asia), so deploying there will give your users the lowest latency. Enabling CDN caching on your service will also help significantly, as it serves cached static assets and HTML from edge locations closer to your visitors without a round trip back to the origin. You can turn it on in your service's Settings under the Edge section.
