I was a user of Hobby plan, from 29.03.2023, until got Pro 03.02.2025
Hobby has 5$ included usage, so when my usage was under 5$, I didn't get any invoices
Pro has 20$ of usage, but I still got invoiced for those 20$
am I misunderstood something ?

Likely case is that your billing was waived on hobby plan, meaning you basically got 5 dollars for free every month, no strings attached
Though now your pro plan workspace doesn't have that waived fee so you have to pay what everyone else is paying
So for clarification, you were supposed to be invoiced 5 usd every month on hobby, but your billing was waived so you didn't have to pay; but now with pro plan you do have to pay that base-rate
