I need to have smtp port enabled (25, 465, 587)

You don’t enable SMTP ports manually in railway. They’re automatically available on the pro**..**if you upgraded to pro from hobby you need to re deploy your service

Hey, as mentioned by dharmateja above, SMTP is automatically enabled on the pro plan. If you have just upgraded to the pro plan, then you will have to redeploy your services so that they can use SMTP.
