The 8vCPU and 8GB of RAM is the maximum resources per service that is given to the hobby plan, but you're not necessarily using all of those resources, especially not if you're just hosting a portfolio page

Railway only charges you for what you're actively using, so you don't have to worry about decreasing them, but if you can decrease the limits if you want to in the service settings. You can see how much your app is actually using in your service metrics page.
