I was curious to know if I am paying per usage of the service when I have the 5$ Hobby plan. If it is pay per use, does my service shutdown until the next billing period rolls around. And, is there a way to prevent going over the limit and have my service shutdown once it reaches the limit?

The Hobby plan is $5/month and includes $5 of resource usage - any usage beyond that is billed at the end of the cycle, so yes, it is usage-based. Your services do not shut down automatically unless you set a hard limit. You can set usage limits to solve this: docs.railway.com/reference/usage-limits.
