Hi, I'm waiting for SSL certificates to be assigned to all the services I have configured, for example
I know this can take up to 72 hours, however it has been about that long and the status keeps on changing between
Validating domain ownership
and
Issuing certificate
There is no Cloudfare in place. The domains are hosted on GoDaddy.
Is there an issue or do I need to do anything further?

I think you have configured mulitple DNS records for your subdomain, which is causing the problem.
Cname record for vlidicqq.up.railway.app.
A record for 66.33.22.83
Keep vlidicqq.up.railway.app cname record and remove the A record.
In the end there should be only one CNAME record for admin.reztickets.com
