SSL Cert Failure on gem install in v2

Just tried to use the new runtime and v2 builder, and got failures on gem install.

We're using a paid gem that downloads from a repo called packager.dev, and got a could not verify SSL certificate error. Is this a rubygems version issue on the new build pipeline? Not getting this error in the old builder environment.

Hey there, I do believe there could be an issue with V2 builder and Ruby. Another member of your team had written in last week, and so I already have a thread raised with our Infra team to dig into it. Apologies for the experience, we'll get it sorted. I'll add this context to the existing ticket.
