Yes, Static Outbound IPs are available on the Pro plan. Once you upgrade and enable the feature on your service, your outbound IPv4 addresses will remain fixed across redeploys and restarts. Note that after enabling, you'll need to redeploy the service for traffic to start using the assigned IPs. The IPs will only change if you move your service to a different region.
