"Hi, before upgrading to Pro I need to confirm: does the Pro plan include static outbound IPv4 addresses? If yes, where do I enable it after upgrading? If it requires an add-on, what's the cost?

Yes, the Pro plan includes Static Outbound IPs at no extra cost. After upgrading, go to your service's Settings tab and toggle "Enable Static IPs" in the Networking section, then redeploy for the IPs to take effect.
