TLDR: If your application times out on Google Cloud Storage access, try disabling Static Outbound IP address.
Hello, the purpose of this post is not really to ask a question but rather to publish information for others affected by this issue.
If you used Static Outbound IP due to other services requiring known IP ranges (such as AWS or Google Cloud SQL hosted databases), don't forget to allow 0.0.0.0/0 for those services after disabling your Static Outbound IP.
