status.railway.com has cleared but some components (my backend/api) is still down and is just timing out.
Example Request ids:

There were no deploys happening, and all components show "Completed" in the UI.
It is also impossible for me to do a deploy because it says "Deploys have been paused"

Your API service went down during the earlier platform disruption when it lost its connection to Postgres via the internal network. The service needs a redeploy to recover, but deploys on the Hobby plan are currently paused while we work through a build backlog. Once we clear the backlog and unpause Hobby deploys, you'll be able to redeploy and your API should come back up.
