Approximately half the time I deploy to railway using github pipelines it get's stuck "waiting for ci". If left alone it can stay there for hours. I can force a retry by making another push/merge, but this is disruptive to my flow, forcing about half of my pushes to be dummy pushes just to rerun the pipeline. How can I fix this?
