I'm on a paid plan running a Docker-based AI app. My container is consistently failing to connect to OpenAI (ConnectionError, even with TLS fixes applied).

To debug, I added a test to log the outbound IP via https://ifconfig.me, placed at the top of app.py. The request never completes or appears in the logs, confirming the container has no outbound HTTPS access.

Can you please investigate and/or enable a Static Outbound IP for this Docker deployment?

Let me know what’s blocking the outbound connection — this is critical to functionality.
