I have a Flask app deploying from GitHub that fails consistently at the "Configure network" step with the diagnosis "Infrastructure Error — platform-internal network configuration step, not due to issue with code or config."

Build succeeds, gunicorn starts correctly on port 8080. Failure happens during Railway's network config phase. Same error on fresh project (current deployment ID a550ede3) and a deleted earlier project. My other Railway service in this account works fine.
