Suggestion: Add possibility to railway.json contains multiple services

I guess it would be fine to contain this file in monorepo which automaticly setup everything for you services
For now we can use railway templates

I think this is a good idea.
However we're going to need a lot more people requesting this to consider it. You can check our feedback page to see if others are asking for expanded configuration as code.
