Sync shared variables

When syncing environments, besides service updates, shared variables also gets synced, but why if shared variables are environment-scoped?

Either I don't understand something about sync or shared variables, or they shouldn't be synced I guess

Oh, it's actually not only about shared variable, but service variables as well get synced
