like in similar threads, my project has been hanging "initializing" for a while. Pushing to retrigger, or stopping deployments hasn't changed anything.

same here, i think there is a bug, we should just wait this out.

Hi there, we experienced a temporary deployment slowdown that affected around 35% of our builds between 9:36 and 10:48 UTC. This incident is now resolved and you should be able to push out new builds.
