From the Railway Shell, we are unable to establish a TCP connection to mail.hosting.reg.ru on ports 465 and 587 (Connection timeout). ICMP/UDP tracing shows no hops (all *), which indicates network restrictions in the environment.
We request you to check the egress traffic restrictions on SMTP ports and the possibility of connecting to mail.hosting.reg.ru:465/587. If necessary, we can provide the exact application logs/timeouts.

outbound SMTP is only available on Pro ..so you need to upgrade from hobby to Pro to use those ports

As dharmateja said, this is only SMTP ports are only available on the pro plan and above.
