So I'm working on a template, it's not published yet, but for some reason, I can't click into it or try to 'launch' it myself to test? When I click on the template I just get directed to a 404. When I edit the template then click 'save' it gives me this url which is broken: https://railway.com/deploy/stackray?referralCode=e4Kfqj&utm_medium=integration&utm_source=template&utm_campaign=generic
Is there no way to test the template before 'publishing' it?

You can absolutely test your own template before publishing, the 404 you are hitting is a known issue where template deploy and detail pages return 404 when opened from a direct URL (like the link the editor hands you after Save). We are actively tracking it.
The workaround is to reach the deploy flow through in-app navigation instead of the direct link: open your template from the template editor or your templates list and click Launch/Deploy from there. That client-side path resolves correctly and lets you deploy and test the unpublished template into your own account.
If it still fails that way, send me the template code and I will dig in further.

Where exactly do you mean? When I go to my templates list, this is what I see (screenshot below). When I click 'stackray' here, it takes me to the 404 page (https://railway.com/deploy/stackray).
I don't see anywhere else I can deploy.

You are right to push back here. If clicking the template from your templates list also lands on /deploy/stackray and 404s, then the workaround I gave is not actually available in your case.
This looks like the same direct-template-page 404 issue, but affecting the only visible path you have for testing the unpublished template. I’m keeping this open as a platform bug rather than a usage question. We need the template deploy/detail route fixed so you can launch your unpublished template for testing.

Heads up it looks like its been fixed. Clicking the template link from my template list takes me to the correct page now regardless of if the tempate is published.
