We're not able to temporarily reactivate individual services on accounts without an active plan. Your trial has ended and the workspace currently has no subscription, so services are offline.

The path to access your MySQL data again is to subscribe to the Hobby plan ($5/month, which includes $5 of usage) from your workspace billing page. Once the workspace is back in good standing, your services will come back online and you can connect to MySQL and run your export. Your volume data is still attached to the service.

Can you please make a one-time exception and enable my DB for 1 hour just for export?

Unfortunately we don't offer a student license at this time. We're also not able to grant temporary access to services on accounts without an active plan, even as a one-time exception. Your volume data is still retained on the MySQL service, so subscribing to the Hobby plan ($5/month) at your billing page will bring your services back online and you can run your export immediately.
