My database shows active but it cannot connect and reports the error as shown. Can anyone help me? Have you ever encountered this error? Can you help me?

Where is the error? The thing highlighted isn't an error. It's just telling you TLS encryption is enabled.
Make sure you're trying to connect using the database public url. You call services by their private domains from outside the project (like from your computer, let's say)
