Based on this answer: https://help.railway.com/questions/deployment-failing-at-build-step-with-an-7f434199 I could resolve the issue.
But, region automatically changed to USA California also not able to change to Oregon. My database region is Oregon. Now my project and database are in different region.
Result: too much slow response.

You would want to make sure you are using the private network to connect to your database.

on both project and database, private networking is enabled already.
I started facing the issue yesterday onwards. I never faced the issue before.

Listening to multiple discussions regarding the same topic, I understand, the issue produced by some change made by railway team last Friday.
Unfortunately, this is almost killing all serious apps. All users affected by drastic performance issue.
For now, I hold for any fixes ( either allowing to change database region to app region or re instating previous configs) from railway. If no action, better to switch to another provider.
