Unfortunately you'd need to wait for a week for the limit to reset. Railway can't do anything about this.

It's a moving 7 day window.
If this keeps going on, I'd try removing the domain from Railway for a few days, let the rate limit reset, then add it back. Update DNS records as necessary.
