TLS handshake failed for one particular host

I've got api's running on railway, protected by api key.

These api's exist to be used by my AI agent. But I'm now getting this message:

2026/07/22 16:35:21 executing request: Get "https://[hostname].up.railway.app/[params]: net/http: TLS handshake timeout

The way i'm calling them is using cli's to make request to these apis.

When i call the commands on my personal machine they work, it's only on my server that it's not working. Why might this be? Could railway have blacklisted that IP because it was making a lot of requests?
