Still 429. And here is the detail that matters:
Every 429 for the past several hours carries the IDENTICAL trace:
x-hikari-trace: mel1.kj6k
x-railway-edge: mel1
body: "rate limited"
A live rate limiter would produce a new trace per request. This looks like one
stuck state on the mel1 edge, not an active limit.
Meanwhile your own request log shows getspulse.com returning 304 successfully via
edgeRegion us-west2, reaching upstream on port 8080. So the service and the domain
binding are fine — mel1 specifically is refusing.
Please escalate to a human. This is edge-side and regional, and adding the
custom domains did not clear it.

Have you tried deploying in a different region? Also, it's possible that your site is getting a huge burst of traffic at this moment. I'd wait for a few hours and let the traffic settle down.
You can also enable Under Attack Mode in the networking settings of your service if you suspect you're being DDoSed.
