Project transfers move the entire project as-is to the destination workspace, so volumes, environment variables, deployment history, and services all survive the transfer. Your *.up.railway.app domains persist as well. After the transfer, all new usage is billed to the destination workspace. Both the source and destination must have an active Hobby or Pro subscription, and you must be an Admin of the project to initiate the transfer.
