Deleted buckets are removed from the canvas immediately but are not permanently deleted for about two days. The transfer check likely still counts that bucket during this retention window. If you deleted the bucket recently, waiting for the permanent deletion (roughly two days from when you deleted it) should clear the blocker. Also, each environment has its own bucket instance, so confirm the bucket was deleted in every environment in that project.
