Reference variables like ${{Postgres.DATABASE_URL}} only work between services in the same project, and project transfers move a whole project to a different workspace rather than merging one project into another. Our best practices recommend keeping related services in a single project, and the Create button on the project canvas adds a new service directly to an existing project, such as the one holding your PostgreSQL database.
