Trying to understand the philosophy behind sync and env var management

I have two environments for a service (testing and production)

I would ideally want to always keep both of them in sync at all times. But the env vars across environments obviously cannot be in sync.

When I click the sync button, it triggers a change set which includes env vars for some reason.

Am I missing something? Isn't it best practice to not to sync env vars across environments?
