Added the custom domain and got the CNAME verification checkmark but TXT is still pending. I ran dig (shown below) and all seems to be correct but not sure why it's stuck.

Your TXT record at _railway-verify.app is published and matches the expected railway-verify=2478f84e0a57770f053055b2bcb48bc607f372acf32b2b842d56f15417530c59 value exactly, and the CNAME is showing as propagated too, so nothing needs to change on your DNS side.
There's no need to remove and re-add the domain, as that would generate a new CNAME target and token.
