we are unable to connect to the database over the public network. can you connect using this command?

Can you connect using that command?
Yes, PGPASSWORD=******** psql -h monorail.proxy.rlwy.net -U postgres -p 46986 -d railway
this was the command .

Issues start occurring after the self-signed certificate has expired and been regenerated. Unable to reconnect even with railway clients. Please help me it's urgent.
