I'm unable to create a Redis database and receive the error in the message. I am on the Free plan for now but I still have credits and was receiving this since last week. Just wondering what the limitations are or if there is an issue.

The Free plan allows a maximum of 1 volume per project, and your Postgres service is already using that volume. Since Redis also requires a volume for data persistence, deploying it in the same project is not possible on the Free plan. Upgrading to the Hobby plan would increase your volume limit to 10 per project - see Volumes reference for details.
