I can't rename one of my services to match my prod environment. It keeps saying the name already exists but it doesn't

Service names must be unique across all environments.
I suspect what you did was manually create the duplicate service in your other environment instead of syncing the service across with the environment sync feature.
this is slightly problematic for us - we have different environments across staging and prod. Prod has a bunch of extra telemtry/logging/analytics services running. Is there a way I can do a sync without it being a "total sync"

Yep, exactly!
And as a bonus, if you use service groups, opening a collapsed group and hitting the sync button will only stage a sync for the services that were in that service group.
