Restoring backup takes forever. it's been 30 minutes and It's still showing the loading state. is that expected?

Restores are expected to complete in a few seconds to a few minutes per our backup docs, so 30 minutes is not normal. The restore process creates a staged change for you to review and deploy. Check the top of your project canvas for a staged changes banner with a "Details" button - if the restore did complete, the change will be waiting there for you to click "Deploy."
