I have no way to set the volume size when create a db template or just attaching a new volume to a db. It gets automatically set to 50 gb which I don't want.

May I ask what you do want?
You aren't charged for unused space, so a 5GB or a 250GB volume with only 1GB of used space is going to cost the same.
