It been more than 1 month or so since I have migrated to Metal but so far I haven't noticed any reduction in the bill so far.
and as for the resources usage it almost the same as compare to GCP

A couple points:
The discount only applies to networking and storage. CPU/RAM costs will stay the same
The discount is only applied to your final bill, not to the estimated bill as shown on the Railway Dashboard.
Railway does not advertise itself as being explicitly cheaper than GCP. For most workloads, it can be. But for others it will be more expensive. It’s all up to how you use the platform

if you don't want to be on the pro plan you would still need to downgrade regardless
